Market update

Syria's recovery is being priced in, and the cargo follows the confidence

The International Monetary Fund expects double-digit growth in Syria in 2026, sanctions have largely been lifted, and governments are signing fresh trade agreements. For an importer, a recovering economy is not an abstraction. It is more suppliers willing to quote, more banks willing to settle, and more volume moving through Latakia and Tartous.

The signal

Growth returns before the headlines catch up

The IMF now expects Syria to grow at a double-digit rate in 2026, with strong growth continuing into 2027, on the back of recovering agriculture, higher hydrocarbon output and the slow return of electricity. The transitional government regained control of key oil and gas areas early in 2026, lifting its share of national production from around a fifth to close to nine tenths, and closed 2025 with the first budget surplus since 1990.

None of this moves a container on its own. What it does is change the behaviour of the people around a shipment: suppliers extend terms, banks reopen correspondent lines, and buyers who had paused re-plan. That is when freight volume returns.

  • IMF projects double-digit growth in 2026, strong growth into 2027
  • Government oil share up from about 20% to 88%
  • First national budget surplus since 1990
  • Most sanctions removed, external investment interest building

The trade lane

New agreements widen the map of origins

On 20 September 2026 Syria and Uzbekistan signed a memorandum of understanding to set up a joint economic and trade committee, the kind of instrument that turns political goodwill into scheduled meetings, tariff talks and named contact points. For a freight forwarder this matters at the margin: a new origin country that becomes practical to source from is a new corridor to price and route.

MIDTRANS already coordinates cargo into Syria from the Gulf, Europe, Turkey and Asia, by sea through Latakia and Tartous and overland through the border crossings. As formal trade channels widen, the same operations desk simply adds lanes rather than rebuilding the file.

  • Syria-Uzbekistan joint economic and trade committee agreed 20 September 2026
  • Formal committees create named contacts and tariff dialogue
  • New origins become practical corridors to price
  • Existing Syria desk absorbs new lanes without a rebuild

What to do now

Position the paperwork before the rush

Recoveries reward the prepared. The importers who move first are the ones whose supplier records, HS classifications and customs documentation are already in order when a lane opens. The bottleneck in a recovering market is rarely the ship. It is the file that was never finished.

The practical step is to confirm the description, the classification and the destination clearing agent before the quote, so the booking is ready the day the commercial terms are agreed.

  • Confirm HS classification and product description early
  • Line up the destination clearing agent in advance
  • Keep supplier and origin records current
  • Have the file ready so a booking follows the deal, not the other way round

The MIDTRANS read

A recovering economy is a logistics story

Every figure in Syria's 2026 outlook eventually shows up as tonnage: more inbound machinery, more construction inputs, more consumer goods against restored purchasing power. The corridors that carry that cargo, from Jebel Ali and the Gulf, from Turkish and European origins, and through the Syrian ports, are the ones MIDTRANS runs every week.

We are not forecasting the economy. We are keeping the lanes ready for the moment the numbers turn into shipments.

  • Sea freight through Latakia and Tartous
  • Overland corridors from Turkey, the Gulf and neighbouring markets
  • Customs clearance handled by licensed Syrian brokers we appoint
  • One operations desk from origin to release

FAQ

Frequently asked questions

How fast is Syria's economy expected to grow in 2026?

The International Monetary Fund expects double-digit growth in Syria in 2026, with strong growth continuing into 2027, supported by recovering agriculture, higher hydrocarbon production and returning electricity. Reported around Syria's 2026 outlook by the Middle East Institute.

What did Syria and Uzbekistan sign in September 2026?

On 20 September 2026 Syrian Minister of Economy and Industry Nidal Al-Shaar and Uzbek Minister of Investment, Industry and Trade Laziz Kudratov signed a memorandum of understanding to establish a joint economic and trade committee. Reported by Arab News.

What does this mean for shipping to Syria?

A recovering economy and wider trade channels mean more suppliers willing to quote and more volume through Latakia and Tartous. MIDTRANS coordinates inbound cargo to Syria by sea and overland through a single operations desk, and adds new origin lanes as trade channels open.

How much of Syria's oil production does the government now control?

After regaining key oil and gas areas early in 2026, the transitional government lifted its share of national production from around a fifth to close to nine tenths, and Syria closed 2025 with its first budget surplus since 1990, as set out in the Middle East Institute's 2026 outlook.

What should an importer prepare before a Syrian trade lane opens up?

Confirm the HS classification and the product description, line up the destination clearing agent, and keep supplier and origin records current. The booking can then follow the commercial deal without waiting for the file.

Which corridors into Syria does MIDTRANS operate?

Sea freight through Latakia and Tartous, and overland corridors from Turkey, the Gulf and neighbouring markets, with customs clearance handled by licensed Syrian brokers that MIDTRANS appoints. New origin lanes are added to the same operations desk as trade channels widen.
