Import, export and re-export through Dubai and Jebel Ali

We clear import, export and re-export cargo through Dubai and Jebel Ali, including movements in and out of the free zone. Most of our UAE clearance work sits alongside our warehouse: cargo enters, is consolidated, and leaves under re-export documentation to Syria, Egypt or the GCC.

The United Arab Emirates applies the Gulf Cooperation Council common customs law, and declarations in the emirate of Dubai are lodged electronically with Dubai Customs. A UAE declaration is built from the commercial invoice, the packing list, the transport document and the certificate of origin, and the type of declaration is chosen from what the cargo is actually doing: entering the local market, leaving it, entering a free zone, leaving a free zone, or crossing the country under customs control.

That choice is the whole job. The same container of the same goods can be an import, a free-zone entry or a transit movement, and the treatment of the duty, the documents required and the cost to the buyer differ in each case. We take the decision at the point the cargo is booked, not at the point it arrives.

Into the market

Import clearance and duty treatment

An import declaration brings goods into United Arab Emirates customs territory and makes the duty due. Duty is assessed on the customs value of the goods under the Gulf Cooperation Council unified tariff, with the delivery terms determining how freight and insurance are treated in that value. Certain categories carry their own rates, and certain categories are exempt.

Classification is settled before the declaration is lodged, from the goods themselves. Where a commodity carries a permit, a conformity requirement or a controlling authority approval, that approval is obtained first and referenced in the declaration, because a declaration lodged without it is rejected rather than queued. Value is supported by the commercial invoice, and where the value is questioned it is evidenced by the contract and the payment record.

The zone

Free-zone entry and exit

A free zone is customs territory that sits outside the domestic market, and goods inside it have not been imported into the United Arab Emirates. The Jebel Ali Free Zone is where our own cargo sits. Goods enter it under a free-zone entry declaration, remain under customs control while they are held, and leave under either a re-export declaration to a foreign destination or an import declaration into the local market.

Duty is deferred rather than avoided. The decision that matters is which door the cargo leaves by, and that decision is commercial: goods bought for a Syrian or Egyptian buyer leave as a re-export and never attract UAE duty, while goods sold into the domestic market pay duty on the day they cross into it. Because we hold the cargo ourselves, both doors stay open until the buyer confirms which one applies.

Movements between free zones, and movements from a free zone to a port for loading, run under customs control on their own documentation with the goods remaining unimported throughout.

Out again

Re-export documentation

A re-export is the export of goods that entered the country or the zone from abroad and are leaving again without having been sold into the domestic market. It is the declaration that carries most of our volume, because the pattern we run is exactly that: foreign cargo in, consolidated, foreign cargo out.

The re-export set consists of the re-export declaration itself, the outbound transport document, the commercial invoice raised on the foreign buyer, the packing list, and the origin evidence carried through from the original supplier. Origin is the point that catches people out. A re-export does not change where the goods were made, and the destination country will assess duty on the original country of manufacture, so the original certificate of origin has to travel with the shipment and be reconcilable to the goods described on the new invoice.

Where the destination requires an attested or chamber-certified origin document, that is arranged before the container leaves rather than chased after it has sailed. The receiving end of this document set is described under Egyptian clearance and under Syrian clearance.

Passing through

Transit and onward movement

Transit covers goods that cross the United Arab Emirates under customs control without entering the market, arriving at one gateway and leaving by another. It runs against a transit declaration, a secured guarantee for the duty at risk, and a defined route and time within which the cargo must be presented at the exit point. The guarantee is released when the exit is confirmed.

This is the treatment for cargo that lands at a UAE seaport and continues overland to a Gulf neighbour, and for cargo moving between a port and a free zone. The operational requirement is that the seals stay intact and the cargo is presented where and when the declaration says it will be, and that is a matter of controlling the trucker rather than the paperwork. We move transit cargo on our own instructions and confirm the exit ourselves.

The document set we work from

Every UAE declaration is assembled from the same core documents, and the differences between declaration types are differences of purpose rather than of paperwork. The core is the commercial invoice, the packing list, the transport document and the certificate of origin, with the entry or exit reference that links the movement to whatever came before it.

What we add to that is the reconciliation. Because the cargo is received, weighed and measured in our own warehouse, the weights and volumes on the declaration are the measured ones and not the supplier's estimate, and the description on the declaration is written from the goods. That is the difference between a declaration that clears on documents and one that is pulled for examination.
