The import file is prepared before the cargo moves

A clearance file starts with the commercial documents, the product facts and the consignee details, not with the arrival notice. In Egypt the declaration is built while the cargo is still at the factory, with the shipper and the consignee at the same time. In the UAE the declaration is drafted from cargo our warehouse has already received, weighed and measured, rather than from a description someone emailed. For Syria the invoice details, packing information, HS classification questions and consignee data are organised before the case goes to the specialist review.

How we work

HS Code, duties and permits are confirmed, not assumed

MIDTRANS prepares the classification question with the product details, the invoice wording and the origin information. Website guidance gives an indicative HS Code direction; it does not create a binding classification, duty or clearance decision. Every binding classification and duty decision remains with the customs authority and the appointed broker, and permits are confirmed the same way before the shipment moves.

How we work

One description across the UAE and Egypt

Cargo grouped at Jebel Ali and cleared on arrival in Egypt is one shipment with two files. The UAE exit and the Egyptian arrival file are prepared against the same description, so the tariff heading, the packing data and the consignee details do not change between the two ends. The same discipline applies to Syrian import files for cargo originating in China, the UAE, Turkey, Europe or the GCC.

Egypt runs an advance-registration import regime: ACID registration on Nafeza, CargoX document submission, HS classification, examination and release at the main seaports. The Egyptian document set is assembled at Jebel Ali before the vessel sails.

In which countries does MIDTRANS handle customs clearance?

Syria, through the country's ports, airports and land border crossings from the Damascus office; the United Arab Emirates, through Jebel Ali Port, Dubai International Airport and Al Maktoum International Airport (DWC); and Egypt, at the main seaports and, under the ACI regime, for air freight. When is the import file prepared?

What is an ACID number and when does Egypt require it?

The ACID number is registered on Nafeza under Egypt's advance cargo information (ACI) regime. Sea shipments have needed it since October 2021. Since 1 January 2026 an air shipment to Egypt cannot legally be loaded without a valid ACID number already registered, and a missing ACID cannot be fixed at the destination.

No. Website guidance and the tariff references give an indicative HS Code direction and help prepare the enquiry. Every binding classification and duty decision remains with the customs authority and the appointed broker, and no clearance outcome is promised before that confirmation. Which documents start a clearance file?

The commercial invoice, the packing list, origin information, consignee details and the product details needed for HS classification, together with the shipment facts: route, mode, timing and the documents already available. Transit cargo crossing the UAE needs its transit documentation as well.

Who handles the clearance file in each country?

Syrian clearance is prepared from our Damascus office and UAE clearance from our Dubai office, which covers Jebel Ali, Dubai International and Al Maktoum International. MIDTRANS has no office in Egypt: Egyptian declarations are lodged through licensed Egyptian customs brokers that MIDTRANS appoints and supervises.
