The decree

What Decree No. 188 changes

President Ahmed al-Sharaa issued Legislative Decree No. 188 of 2026 on 12 October, SANA reported. It amends certain lines of the harmonized customs tariff adopted under Decree No. 110 of 2026, which took effect at the start of June: their descriptions, codes, duty rates and conditions of application.

Mazen Alloush of the General Authority for Border Crossings and Customs told SANA the decree reduces duties on equipment and supplies for renewable-energy projects, on certain medical equipment and on industrial machinery parts. For renewable energy, the cuts cover electrical equipment, generators, transformers, cables and control devices, with wind power named in particular.

Examples

Examples from our Syrian tariff table

The MIDTRANS Syrian HS code tool carries the amended lines since 20 October 2026. A few examples, as the table records them:

  • 85044010 static converters for wind turbines: a new national line, total fee cut from USD 500 to USD 100 (by weight), with prior approval of the Ministry of Economy and Industry
  • 90221310 portable dental X-ray apparatus: total import fee cut from USD 300 to USD 100 per unit
  • 87033270 armoured vehicles: 20% of invoice value instead of 40%, for import by government entities only
  • Olive oil (heading 1509): the decree amends the export fee only; the import duty is unchanged

Limits

Targeted cuts, with conditions

The authority stressed that the reductions do not cover all goods. They target specific categories, mainly equipment and production inputs, and the principle of protecting domestic products stays. Special conditions remain for some lines so that goods are used for their stated purpose; several wind-turbine lines, for example, need prior ministry approval.

Where a heading was split, the old code is replaced by new national lines. Check the exact code of your goods before you quote a landed cost.

For importers

What this means for cargo to Syria

Importers of solar and wind equipment, medical devices or spare parts for production lines may see lower duty on the right codes. The saving depends on correct classification and, where required, on approvals obtained before the goods arrive.

Our table is reference data, not an official release. MIDTRANS confirms classification and duty with Syrian customs during clearance, and can review your HS codes before you ship.
