The decree

What Decree 110 of 2026 put in place

On 18 May 2026 President Ahmad al-Sharaa issued Decrees 109 and 110. Decree 109 is the new customs law; Decree 110 adopts the schedule called the Harmonized Customs Tariff, in force from 1 June 2026.

Decree 110 repealed Decree 2651 of 2001, Decree 377 of 2014 and all conflicting amendments. The head of the General Authority for Ports and Customs may amend descriptions and codes in line with the World Customs Organization, without changing the duties.

  • Issued 18 May 2026
  • In force since 1 June 2026
  • Replaced the 2001 tariff and 2014 amendment
  • Codes can change, duties cannot

How duty is charged

How Syrian customs duties are worked out

Most lines are not a percentage of the goods' value. In our table of 6,196 lines, 5,802 are a fixed US dollar amount by weight, 66 are charged per unit, and only 128 are a percentage of the invoice value.

The total is the customs duty plus an additional fee, and on most lines the additional fee is a quarter of the total. Example: pure-bred breeding horses (01012100) carry 225 USD duty and 75 USD additional fee, 300 USD per head in total.

  • 5,802 lines by weight
  • 66 lines per unit
  • 128 lines as % of invoice
  • Additional fee usually a quarter

Special cases

Vehicles, aircraft and the negative list

The lines charged as a share of the invoice are vehicles (105 lines in chapter 87) and aircraft (23 lines in chapter 88), at 5% to 40% of the invoice value.

The table puts 157 lines on the "negative list". Check your goods before you buy them, not when they reach the border.

Examples from our table: static converters for wind turbines (85044010) from 500 to 100 USD by weight with prior approval, and portable dental X-ray units (90221310) from 300 to 100 USD per unit. Details in our Decree 188 article.
