A Syrian export begins with an export declaration lodged with Syrian customs by an exporter holding a commercial register entry and an exporter card. The declaration names the commodity, the quantity, the packing and the export value, and it is presented at the customs office attached to the loading point or the port of departure.
Syrian exports also carry a foreign-currency undertaking. The exporter commits to bringing the export proceeds back through the banking system against the declaration, and customs will not close the file without that commitment. We prepare the declaration in Damascus with the exporter and the bank, so the shipment is not held at the quay for a document that belongs upstream.

Chamber of commerce and chamber of industry certificates
A Syrian certificate of origin is issued by the chamber of commerce or the chamber of industry of the governorate where the exporter is registered. Damascus, Aleppo and Homs each certify their own members, and a manufacturer exporting its own production takes the certificate from the chamber of industry rather than the chamber of commerce.
UAE customs reads that certificate together with the commercial invoice, so the manufacturer named on the certificate and the seller named on the invoice have to reconcile. Where the buyer's bank or the UAE consignee asks for it, the certificate and the invoice are legalised before the documents travel. Our customs clearance desk draws both sides of that pairing.

Examination, stuffing and commodity approvals
Syrian customs examines export cargo before the container is sealed, and the examination is taken where the goods are stuffed. We position the box at the factory or the packhouse, present the goods, take the examination there and seal under customs supervision, which avoids stripping the container again at the port.
Commodity approvals sit on top of that. Agricultural produce carries a phytosanitary certificate from the Ministry of Agriculture and Agrarian Reform. Food and processed food carry a health certificate. Textiles and goods on the controlled export list carry the approval of the Ministry of Economy and Foreign Trade before the declaration is registered.

Latakia, Tartous, the road through Jordan, and Damascus airport
Syria has no direct container service to the Gulf, so the sea leg from Latakia or Tartous reaches Jebel Ali by transhipment. The box is relayed at an eastern Mediterranean hub, passes through the Suez Canal and down the Red Sea, and is discharged at Jebel Ali.
The road option is a single movement, which is why much of this traffic goes overland. Trailers load in Damascus, Homs or Aleppo, leave Syria at the Nasib crossing on the Jordanian border, run through Jordan and Saudi Arabia and enter the UAE at the western border for door delivery. Air freight out of Damascus International Airport carries samples, urgent spares and high-value consignments. Road freight, sea freight and air freight are priced against the same commodity description.

Arrival in the UAE
Import clearance and free zone entry at Jebel Ali
Cargo arriving from Syria enters the UAE either as a mainland import or into a licensed free zone. A mainland import is a declaration filed with Dubai Customs against a consignee holding a valid trade licence and an importer code, with duty assessed and paid on entry. A free zone entry moves the goods in under a free zone import declaration with duty suspended, which is what traders use when the consignment is held for onward sale into the Gulf or Africa.
We take the delivery order from the line, file the declaration, attend the terminal examination and deliver. Food and agricultural consignments are registered with Dubai Municipality food control, and the label, the health certificate and the phytosanitary certificate are checked before release. Consignments held for re-export rest in our Jebel Ali warehouse until the onward buyer is named.
